At the heart of the controversy, it may stem from the bitter dispute between the International Olympic Committee (IOC) and the International Boxing Association (IBA).
In 2019, the IOC stripped the IBA of its Olympic boxing rights , turning simmering tensions between the two organizations into a public confrontation. The IBA has been dogged for years by governance issues, corruption allegations and complaints.

Former IBA president Wu Ching-kuo resigned in 2017 following a financial scandal and a cheating controversy that saw 36 officials and referees suspended for alleged match-fixing at the 2016 Olympics. Wu was followed by several other leaders in short stints, including an Uzbek businessman who the US Treasury said was linked to “transnational criminal organizations”.
Then, current IBA President Umar Kremlev began his term in 2020 with a promise to restore the IBA’s status. But last June, the IOC expelled the IBA from the Olympic movement, saying it had failed to address any of its previous concerns.

The dispute has huge implications for boxing, as most Olympic sports are overseen by their respective international sports federations. But because the IOC suspended the IBA, they had to organise their own boxing event at the 2020 Olympics, and now the 2024 Olympics. This is important because the IBA and the IOC have different eligibility criteria for women’s competition.
The IBA conducted gender-blind tests on two boxers, Imane Khelif of Algeria and Lin Yu-ting of Taiwan, during the IBA world championships in New Delhi last June. Both female boxers were later disqualified midway through the latter stages.
